WHO BOUND PAUL?
Acts 21:11  And when he (the prophet Agabus) was come unto us, he took Paul's girdle, and bound his own hands and feet, and said, Thus saith the Holy Ghost, So shall the Jews at Jerusalem bind the man that owneth this girdle, and shall deliver him into the hands of the Gentiles. (KJV)


The 'contradiction' is that the Romans, not the Jews, bound Paul.

Of course, the Jews had no legal power in these days, but had to pressure the Roman government to punish those who they felt violated their laws.  This is how the Jewish Pharisees managed to put Jesus to death.  In Acts 2:23, Peter tells the Israelites, "ye have taken, and by wicked hands have crucified and slain (Jesus)".  Therefore, the Jewish people using the Romans to do a deed is the equivalent of the Jewish people doing the deed themselves. Not a contradiction.
