IS ALL SCRIPTURE INSPIRED BY GOD?
II Timothy 3:16 All scripture is given by inspiration of God, and is profitable for doctrine, for reproof, for correction, for instruction in righteousness: (KJV)

I Corinthians 7:12 (Paul speaking) But to the rest speak I, not the Lord: If any brother hath a wife that believeth not, and she be pleased to dwell with him, let him not put her away. (KJV)

II Corinthians 11:17  (Paul speaking) That which I speak, I speak it not after the Lord, but as it were foolishly, in this confidence of boasting. (KJV)

First of all, when Paul spoke of 'scripture', he was referring only to the Old Testament. He did not consider the letters to the Corinthians to be 'scripture'. But even what Paul said in the letters to the Corinthians was inspired by God, though it was not God speaking. In other words, God did not specifically tell him to say those things, but he said them due to the inspiration in other matters that he received from God.  Not a contradiction.
