IS IT OKAY TO SOW DISCORD?

Proverbs 6:19  (God dislikes) A false witness that speaketh lies, and he that soweth discord among brethren. (KJV) Genesis 11:9  Therefore is the name of it called Babel; because the LORD did there confound the language of all the earth: and from thence did the LORD scatter them abroad upon the face of all the earth. (KJV)

In the case of the Tower of Babel, God was justified in confounding their languages, but Proverbs 6 is saying that God does not want people speaking lies in order to sow discord. Not a contradiction.
