DO ALL PEOPLE NEED TO REPENT?

Luke 15:7 I say unto you, that likewise joy shall be in heaven over one sinner that repenteth, more than over ninety and nine just persons, which need no repentance. Acts 17: 30. And the times of this ignorance God winked at; but now commandeth all men every where to repent:. (KJV)

Yes, all people need to repent.  In the Luke passage, Jesus was pointing out the folly of those who claimed not to need repentence.  He was talking to the Pharisees and scribes, who were criticizing Jesus for receiving sinners.  They believed (falsely, of course) that they were not sinners and did not need to repent, and thus had no need for Jesus.  Jesus was speaking to them on their level, as if their beliefs were hypothetically true, just to point out how much better repentence is.  Not a contradiction.
